Can You Install a Metal Roof Over Shingles? Rules & Codes

Yes, you can install a metal roof over existing asphalt shingles in many situations, provided local building codes permit a second roof layer (IRC §R908.3), the underlying wooden deck is structurally sound, and the manufacturer approves the overlay method using synthetic underlayment or furring strips.

Code & Structural Checklist

  • Maximum 2 Roof Layers: International Residential Code (IRC §R908.3) permits a maximum of two roofing layers. If your home already has two shingle layers, full tear-off is legally mandated.
  • Deck Integrity: Decking must show no signs of rot, mold, or sagging. Installing over rotten decking risks fastener pull-out during high winds.
  • Weight Factor: Because metal roofing is exceptionally lightweight (100–150 lbs/square vs. 200–240 lbs for shingles), adding metal over a single layer of shingles rarely compromises structural framing load limits.

Method 1: Direct Overlay with Synthetic Underlayment

In this method, a layer of heavy-duty, high-temperature synthetic underlayment is rolled directly over the clean, flat shingles. The underlayment acts as a slip-sheet and vapor buffer, preventing the coarse granule surface of the old shingles from scratching the protective underside coating of the metal panels as they expand and contract thermally.

Method 2: Installing Wood Furring Strips (Purlins / Battens)

Wood $1times 4$ or $2times 4$ furring strips are screwed horizontally across the existing shingles into the roof rafters every 24 inches. The metal panels are then fastened to the purlins. This method creates a level surface over uneven shingles and provides a 3/4-inch thermal air gap (above-sheathing ventilation) that improves summer energy efficiency.

When is a Full Tear-Off Strictly Required?

  1. Two Existing Layers: Exceeding two roof layers violates building codes and adds excessive dead load weight.
  2. Water Damaged or Spongy Decking: Hidden rot cannot be repaired without stripping shingles.
  3. Severe Shingle Curling or Buckling: Uneven curled shingles create telegraphing waviness in metal panels.
